The Ministry of Higher Education announced the results of SETARA ’09 recently.
Conducted by the Malaysian Qualifications Agency (MQA), the rating exercise is an extension of SETARA 2007 and measures quality, accountability and performance of universities and university colleges in Malaysia. The focus of SETARA ’09 is on teaching and learning aspects at bachelor’s degree level.
Compared to SETARA 2007 which involved 20 public universities, the scope of SETARA ’09 was broadened to include private institutions of higher education. A total of 58 universities and university colleges participated in the recent rating exercise.
SETARA ’09 is a rating system consisting of 25 criteria that covers three generic dimensions, i.e. input, process and output in teaching and learning. It is an improved version of SETARA 2007, as a result of a series of workshops, consultations with relevant parties and comparative analyses. Pilot studies were also conducted at two public universities.
The process of developing the SETARA ’09 instrument also involved a comparison of practices abroad, viz. the practices of the ‘Higher Education Funding Council of England’ and an analysis of ‘Teaching and Learning Quality Indicators in Australian Universities’ authored by Denise Chambers (2008). Feedback was also obtained from three universities in Indonesia and 31 universities in Thailand.
The Ministry of Higher Education will use the results of SETARA ’09 as one of the factors in determining higher education policies. The Ministry hoped that more universities and university colleges will participate in this rating exercise in the future, and that some will achieve the ‘Outstanding’ rating for the first time.

In this rating system, participating institutions will be placed in one of six tiers, i.e. Tier 6 – Outstanding; Tier 5 – Excellent; Tier 4 – Very good; Tier 3 – Good; Tier 2 – Satisfactory and Tier 1 – Weak.
The results of SETARA ’09 showed that no institution was rated ‘Outstanding’, however, 18 universities and university colleges (38.3%) received an ‘Excellent’ rating. The breakdown of ratings for the remaining universities and university colleges were rated ‘Very good’ – 25 (53.2%) and ‘Good’ – 4 (8.5%). None of the institutions received a tier 2 or 1 rating.
